 Item 1:  Call to Order by Mayor Roberts

Council Members John Byrd, Frank Homiller, Lee Prettyman & Andrenia Stoner       were present.

 Council Member O’Malley was absent.

 Staff Present:  Darrell Caudill, City Attorney; Dana Davis, Police Chief; Donna England,     Finance Director; Michael Chapman, Planner; Eric Wilmarth, City Manager; Karen L.            Jordan, City Clerk

Item 2:  Pledge of Allegiance 

Item 3:  Scheduled Appearances

Cherokee County Volunteer Aging Council Representative Pat Bowen addressed  Mayor and Council concerning what the Cherokee Volunteer Aging Council VAC is and the services they provide.  Mrs. Bowen urged everyone to get involved.
 Mrs. Bowen stated that the City of Woodstock had proclaimed August 28, 2010 as “National Senior Citizens Day” in honor and recognition of our older generation and asked Mayor Roberts if he would do the same.  

Council Member Byrd put forth a motion, Seconded by Council Member Prettyman to proclaim August 28, 2010 as National Senior Citizens Day in the City of Ball Ground.
Motion Approved 4 Yeas 0 Nays & 1 Absent.

Mayor Roberts thanked Mrs. Bowen for coming tonight and informing Council about the work the VAC does for the senior population.

 Item 4:  Announcements/Informational Items

Item 5:  Approval of May 13, 2010 Meeting Minutes (June Meeting was canceled)

            Motion by Council Member Homiller, Seconded by Council Member Stoner approve.          

            Approved 4 Yeas 0 Nays 1 Absent

Item 6:  Old Business – None

Item 7:  New Business
 a)      Consider Supplemental Agreement between the Georgia Department of Transportation and the City of Ball Ground.  REF:   Project # CSTEE-0006-00(584) as related to the Downtown Streetscapes Project

         Update by Eric concerning reason for extension.

         Motion by Council Member Homiller, Seconded by Council Member Byrd to approve extension of Original Contract for the purpose of Construction  of City of Ball Ground Downtown Streetscape Project.  Project to be completed no later that December 31, 2010.

 b)  Consider Adoption of Master Fee Schedule (contains the fees and charges for  City services rendered)

 Motion to approve by Council Member Stoner, Seconded by Council Member Prettyman to adopt fees as submitted.

 c)       Consider Approval to Advertise for Proposals for Residential Solid Waste Collection and Recycling Services

Motion by Council Member Homiller, Seconded by Council Member Prettyman to solicit bids for residential solid waste collection and recycling services.

 d)      Consider Renewal Contract for Dana Davis, Chief of Police

Motion by Council Member Prettyman, Seconded by Council Member Byrd to approve employment contract for Dana Davis as Chief of Police.  Contract is for period beginning July 1, 2010 and to terminate on June 30, 2013 unless extended or terminated sooner as provided in the  agreement.

 e)      Consider 1st Reading of City of Ball Ground Codification of Ordinances

Motion by Council Member Stoner, Seconded by Council Member Homiller to approve the first reading of the City of Ball Ground Codification of  Ordinances.

Motion Approved 4 Yeas 0 Nays 1 Absent.

 f)      Consider Renewal of Partnership Agreement Between the Cherokee County Board of Education and City of Ball Ground

Motion by Council Member Stoner, Seconded by Council Member Homiller to enter into a Partnership Agreement with The Cherokee Board of  Education to designate the City of Ball Ground as a Partner in Education.

 Motion Approved 4 Yeas 0 Nays 1 Absent.

 Item 8:  City Manager 

Finance – An unaudited report of account balances, statement of revenue and expenditures for the month ended June 30, 2010 was presented by  City Administrator Wilmarth.  The report showed cash on deposit totaled $573,220.25

Efforts continue to collect delinquent property tax.

Auditors have been onsite and have completed their preliminary audit work.

Water Report – For the month of June the well produced approximately five million gallons of water.  In addition to the gallons pumped an    estimated 11,000 gallons was    purchased.  The amount estimated sold was 3.6 million.  This gives an estimated 27% water loss for the month.

An application to increase our water withdrawal has been submitted to EPD for approval.     Approval is pending.

Repairs to the standpipe tank on Old Canton Road have been made at a cost of approximately $8,000.00.  The actual cost was a great deal    less that the preliminary engineering estimate of $17,500.00

Roads and Streets – A number of city streets were repaired during the month at a cost of approximately $22,000.

Community Development Block Grants Funds have been applied for to construct a sidewalk along Valley Street and Old Dawsonville Road.  We are  anticipating a response to our request in approximately 45 days.

A section of Old Dawsonville Road is scheduled for repaving under the Local Assistance Road Paving Program next week.

Ball Ground in addition to other cities in Cherokee has begun negations Cherokee Co. for the upcoming SLOST # 4 referendum.

Public Safety – Officer Carver was commended for his work as he apprehended an individual fleeing form the scene of a burglary.

Parks and Recreation – Cherokee County Parks and Recreation Department recently made substantial repairs to the tennis and basketball   courts.  New fencing was also  

Ball Ground Elementary School – Construction of the new elementary school is progressing on schedule.

Item 9:  Mayor Roberts and City Council Report

 Mayor introduced Finance Director Donna England and City Planner Michael Chapman to those in attendance at tonight’s meeting.

 Mayor reported on his attendance at the annual GMA Meeting.  He stated he had now completed his two year term on the board of directors.   Mayor Roberts also thanked Council Members Byrd, Prettyman and O’Malley for attending the conference.

 Mayor Roberts informed Council Members that he along with other the remaining Cherokee Co. Mayors met the previous evening to discuss the  upcoming proposed SPLOST #4 referendum.

 Council Members Byrd and Prettyman expressed their appreciation for being able to attend annual GMA Conference.  They each commented on  the benefit of attending the training conference.

 Council Member Prettyman commented on how well behaved the kids were on the field trip to Capitol and commended Principal Knott on the job he  does for the school.

There being no further business for Council consideration a motion was duly made and  seconded to adjourn at 8:00 PM.
