Item 1: Meeting Called to Order by Mayor Roberts

Item 2: Informational Items/Reminders
City Manager Eric Wilmarth advised Mayor and Council of a letter he received today from EPD concerning the drought situation. The letter signed by Dr. Carol Couch, Director of EPD provided notice to the city that beginning November 1, 2007, we must reduce our monthly average production (amount of treated water pumped into the distribution network) by 10% of the average production for the period of December 2006 through March 2007. Failure to reduce and report water usage as required could result in enforcement action.
City Manager Wilmarth stated the reduction will affect everyone. However staff will identify and notify the system’s twenty highest uses of this requirement.
City Mgr. Wilmarth stated him and J. C. Cornett, Water Superintendent would be attending the Georgia Rural Conference October 29 & 30. Dr. Carol Couch will be addressing the conference and it is hoped we learn more about the restrictions.
Mayor and Council Members discussed the importance to conserve water and the concern for our water supply.
Item 3: Discussion of Proposed November Meeting Agenda Items
a) Growth Boundary Agreement
Mayor Roberts stated after several meetings with the County Commission Board talks have stalled. It is not know when those talks will resume commented Mayor Roberts
Council Member Holcomb asked Attorney Caudill to summarize the new annexation guidelines.
Attorney Caudill stated there have been updates to the original legislation. He would review them and report back to Council.
b) Lew Oliver – 2007 Charrette Report
The report was reviewed and discussed by Mayor Roberts and Council Members. No date was set to adopt the plan.
c) Annexation Petition 2007-A019 Gerrell and Slatton, LLC, Applicant. The property consists of 4.9516 acres & is located on the northeasterly side of Commerce Lane. The property is described as that tract or parcel of land lying and being in Land Lot 309, 4th District, 2nd Section of Cherokee County, Georgia and further described as Cherokee Co. Tax Map 04N04B, Parcel 0311A. This property is presently zoned LI. No change in zoning is requested at this time. (This property is formally part of the Ingram Truck Body Property).
Mayor Roberts and Council Members discussed the proposed application. This item of business will be on the November agenda for Council consideration.
